There is a fine line gift giving and bribery. Bribery is considered
illegal in China, however, some businesses will not negotiate with you unless
they receive a gift. The intent with which you give the gift and the result
that follows is used as strong indication of bribery or gift giving. The
Chinese consider how to fulfill their moral duty before considering their legal
obligations. Chinese culture is firmly established on moral principals.
Morals are superior, not the law. But morals don't have unified standards,
moral judgment has its own criterion (Quanyu, Andrulis & Tong, 1994).
